Tactless Tacking Puzzle

Sailboats attempt to navigate the change in wind as they are ungraciously tacking and veering too close to the smaller fishing boats. Artist Garrett Price's artwork was on the cover of The New Yorker, which was originally published on August 9th, 1952 but looks just like many harbors of today.
